The International Traffic in Arms Regulations, otherwise known as ITAR, is a regulation put forth by the United States which controls the manufacture, sale, and distribution of defense and space-related articles. Not only does this regulation cover the articles and services as defined in the United States Munitions List (USML), but it also restricts the plans, diagrams, photos, and other documentation used to build ITAR-controlled military gear. 

According to the U.S. Government, all manufacturers, exporters, and brokers of defense articles, defense services, or related technical data must be ITAR compliant. Overall, the government is attempting to prevent the disclosure or transfer of sensitive information to a foreign national.
